installing java.com

I have so much problem to install Comm API on windows XP OS. can someone help me.
WHen I compile my files, javac send me an error : package javax.comm does not exist
I allready put the comm.jar and java.comm.properties in lin directory of JDK1.5.0
and allready put win32comm.Dll in windows/system and also in bin directories of JDK
someone have any idea ?
