Installing deveoper suite 10g on windows 7

Hi

I am installing Oracle Developer Suite 10g (10.1.2) on Windows 7 32-bit as per note ID 1292919.1.

As per the note i downloaded the patch Patch 10396165 and tries the invoke the oracle universal installer from setup.exe of the patch
as per the below command:

D:\patches\p10396165_101210_WINNT\Disk1\install>setup.exe -ignoreSysPrereqs

But the universal installer does not get invoke, it exists without any error.
the logs are provided below:

All installer requirements met.

Any suggestions, how i should continue installing this..
