Installing BI Tools - OUI not working for this install

i am having issues installing BI Tools (as_windwos_x86_bi_tools_101202.zip) so that I can use Discvoerer. I have 10g 2 installed and use it with no issues.

1. When i launch the installer from the BI Tools folder i get an error stating "Error in writing to directory C:\DOCUME~1\DAVIDM~\LOCALS~\Temp\OLraInstall2007-09-14_12-08-49PM. Please ensure that this directory is writable and has at least 55 MB of disk space".

It does create the above directory but only contains \images.

2. When I try install from the universal installer in the 10G directory, i get this error message "Some components in the stage area have stage version less than 10.2.0.0.0. PLease ensure that all the components have their stae version greater than or equal to 10.2.0.0.0".

I installed 10g enterprise and Application Server (so I can use Discoverer Plus) with no issues. I had all of this installed including BI Tools a few months ago but had to remove everything. This is a reinstall.
