Installing ASP to apache in windows

I am trying to install ASP to the apache server in my windows XP.
When I enter the command, in command line window
c:/temp/install.sh
I get a message on a pop up window which says
Windows cannot open this file

Can anyone tell me what I need to do to enable it?
