Installing and Using 1.4.1

I am relatively new to programming and I can't figure out how to properly install java on my machine. I installed 1.4 and I also downloaded and installed TextPad. When I try to compile a program it tells me "The System cannot find the specified File". I realize now that I need to set the path but I am unsure how to do this. Can someone please tell me how to set the path. All of my files are on drive C.
Also, What is this Java Web Start for? Any help will be greatly appreciated.
