Installer jre-7u9-windows-i586.exe will not install on Windows 2000 Server

When run from the Win2K server, the executable reports that it "is not a valid win32 application". The same file will install on an XP system.

The update file was downloaded from https://www.java.com/en/download/manual.jsp, under the link "Windows Offline (32-bit)"

The system has JRE 6 installed currently.

Why is the update not considered valid?
