Installed Oracle Developer Suite 10g - where is Enterprise Manager?

I have installed Oracle Developer Suite 10g (10.1.2.0.2) for Microsoft Windows; I expected to find Enterprise Manager installed along with everything else. I don't see it. I did the full install. Aside from the Oracle db engine I'd have thought the management tool would have been the next most important item to include. Is it a separate download? Can someone point me to the developer version of enterprise manager, if it exists?
