Installed Oracle 10g XE but cannot 'Go To Database Home Page'

Hi all,

I've installed Oracle 10g XE on my Win XP machine but cannot navigate to the database home page. The URL http://127.0.0.1:8080/apex will not connect.

Any ideas?
