Installation XE On Windows XP with SP-2

I thried to install XE on my System.
Pentium iv 2.24 Ghz,
RAM.256 MB.
OS = WINDOWS XP Sp2.

Installation looks Successful. but when Home Page Open it said
Page can not be Display.

I have Oracle 9i On the Network.
and i have install 9i Enterprise management Consol and other CLIENT Side Utility on the Workstation for administrating the Network Database.

And for Gateway using the Same Port 8080 for Web Communication.

I dont know what is Realy Happening.
I tried to Change HTTP port and other settings but the Same Result.

Please help me
