Installation problems - Windows ME - insufficient privileges

I just bought a laptop (used, Windows Millenium Edition), and I'm trying to install the JDK on it. However, the installation failed with this error message:

"This account does not have sufficient privileges to install Java(TM). Please login to an account with administrative permissions."

I am not on any sort of a network. I tried going under Users in the Control Panel, but that only brings up a wizard for creating additional user accounts, which I have no intention of doing.

How can I enable administrative privileges, if that is what causing the problem? What else could cause this?
