installation on Windows XP Professional x64/ORA-12154 errors

I have two workstations, one with Windows XP Professional and one with Windows XP Professional x64. I installed Oracle XE on the WinXP machine without any problems, and I can connect to the database through .net applications, Toad, Access, etc.

When I installed it on my WinXP x64 system, the install completed without error, and I can open the database with the the express interface just fine. However, when I try to connect in a .net application, through Toad, or through Access (on the same machine) I get a ORA-12154 error. Aside from the host name, the tnsnames.ora files on both systems are identical.

Any ideas on how to fix this problem?
