oracle database 21c installer [ins-20801] Configuration Assistant 'Oracle Database Configuration Assistant' failed.

Practically the same as https://forums.oracle.com/ords/apexds/post/oracle-21c-failing-to-install-6246

But it is not a computer or network security issue because it was tested on another company computer and it works
