Installation of 12c

I am using a windows vista machine and have Oracle 11g Express Edition database.

I also have downloaded the Oracle Forms and Reports 12c (12.2.1.0) for Microsoft Windows x64 (64-bit) software.

I do not want to use Identity Management. I just want to use the forms and reports as a learning environment.

Do I have to download Oracle Fusion Middleware? if so, will this create the Oracle WebLogic Server and create an Oracle home or is this a separate process? I am having trouble when I start the Oracle Installer. Maybe I am missing something.
