Installation error whilst creating database 10gR2 - ORA-10997.

I have just installed Oracle 10gR2 on Linux. When I run the dbca I get an error. I have tried to run it manually and get the same error. Here is the error.

ORA-10997: another startup/shutdown operation of this instance inprogress
ORA-09968: unable to lock file
Linux Error: 37: No locks available
Additional information: -1221512712

In the alert.log, this is what is posted.
