Install UTL_SMTP on apex

Hi All,

I am using Apex and trying to send email using HTMLDB_MAIL.SEND and it result successfully but when i checked the inbox where i send to there were no messages recieved, i checked the queuee and i found all the massages are there and didn't send i clicked on sned all and it shows me message that all messages send successfully but also when i ckecked the inbox i didn't find any mails.

I searched for that and all it seems that it this function depends in UTL_SMTP and it should be installed but where and how i don't know. So, please if any one can reply to me with hoe i can install this and if there are any other options to send mails throug apex or not.
