I am trying to install Oracle 19C on Windows 10 Enterprise and the Installation freezes up.

I start off download 19C and unzipping it.
I run the program as Administrator, and I choose Administrator for the type of Installation. After this, I only get the spinning wheel and it never goes to the next spot. Please see Log.
