Install Oracle 12.1.0.2 on windows 10 pro fails on latest MacBook Pro

I have a very strange problem.  I am trying to install Oracle on a new MacBook Pro (2017) that has windows 10 pro version 1703 installed on it.  I can install oracle on an external hard drive, but it fails when I try to install on the internal hard drive.  I get the following error in the log: PRKC-1158 : Failed to Validate Raw Device "xxx" -- Details: The handle is invalid.

The internal drive is 2tb, so I thought maybe it was a size issue.  However, it installs just fine on an external 2tb hard drive.  I have tried to partition the internal drive and install on a smaller partition and change the format (ex-fat vs ntfs) but that doesn't work either.  What I found through testing is that the database can be created on the internal hard drive, but the product itself must be installed on an external drive.

Finally, the oracle installation 12.1.0.2 works just fine on an older MacBook Pro (2017) with windows 10 pro version 1703 installed on it.  The problem isn't specific to this version of oracle either, I have the same problem trying to install an earlier version of oracle on this machine.
