Install on Windows XP fails, 100% cpu on Idriver.exe

The title says it all, can't get this thing installed. The process stops at the "Creating and starting services for Oracle Database 10g Express Edition". Looking in task manager the process IDriver.exe is using all the cpu.
This machine had Oracle 9IR2 installed but I formatted the harddisk and did a clean XP SP2 install using Norwegian regional settings. I changed this to US as suggested here on the forum. Did not help.
I must say this is the only version of Oracle that I have not been able to install in the last 15 years.
