Install of 10g on XP Pro SP3 fails at 2%

During installation of Oracle Database 10g Release 10.2.0.1.0 from CD OR from the downloaded software, the process stalls at 2% during the "Installation" phase. I have tried the disk on 3 PC's, and the downloaded version on 1 of them.

Note
- I have installed the loopback adapter as all my PC's are DCHP enabled
- I have upgraded Java to version 6.18
- I have copied the files from the disk to the hard drive and tried to install from the hard drive, same result
- All three PC's have at least 1GB of RAM and tons of hard disk space
- I have downloaded 10201_database_win32 from the Oracle Website, and have the exact same issue when installing

What information can I provide to this community that might enable your assistance?
