Install JRE build 165 hangs on Windows 10

  1. OS is Windows 10 pro
  2. JDK 9 build 164 windows 64 bit installed fine and was working
  3. Uninstall JDK and then JRE
  4. Start the installer for JDK 9 build 165
    1. JDK installs fine and moves to the next dialog od dow you want your browsers to run it
    2. Hangs
