Insert Blob File in DB

Hi Team,

We are creating Rest Services through Pl/SQl, Here we cannot pass BLOB Value directly,

So i have converted the file into base 64 and passed to varchar.

Now How can i convert varchar(ie. Converted base 64 value) to BLOB in PLSQL
