Inline Popup Display Location not showing callout or location other than center

I want the region to be displayed Below where it is called from (Below in Template Options selected); as described here;

User:

Setup;

I create a region;

I create a button and assign a DA

The button opens the region however it is ALWAYS in the middle of the page, Arrow is where I want is to display below, 'xx' is the window location display;

Some searching is suggesting 'data-parent-element' in custom attributes...

Advise on how to get callouts to work?
