Initiate phone call from oracle apex application?

Did anyone come across initiating phone call from apex application?. If then, kindly please share with me to achieve this.

We ended up with below requirements
1. Initiate call from application
2. Record call history (caller id, start time, end time, call duration)

So desperately seeking help in this forum to get some work around on this.
