Informatica session log: Writer Initialization failed. Writer terminating

Hi All

I created a simple mapping in Informatica which aggregates records.

Source : Oracle table EMPLOYEE_DETAILS (imported from oracle db)
Target : Flat file TARGET_A.csv (manually created the target definition from Designer)

When I run the workflow having session of this mapping it get failed

Session log has 1 error: Writer Initialization failed. Writer terminating

Target file "TARGET_A.csv" should be created in directory: $PMTargetFileDir\ with data in it

Do we need to define connection for target flat file in workflow manager? if so, how?
Because Informatica server is installed on same machine
