Incorrect Charge After Adding Payment Method on Free Tier Account

I was charged after I added a payment method while my account was on the Free Tier.

I am currently using an Oracle Cloud Free Tier account. I recently added a payment method for verification purposes. However, ₹9,960 was debited from my HDFC bank account.

Bank Transaction Email (from HDFC):

“Rs. 9,960.05 is debited from your HDFC Bank Debit Card ending 1249 at ORACLE SINGAPORE on 03 Mar, 2026 at 01:55:23.”
