Inbound connection timed out (ORA-3136)

WARNING: inbound connection timed out (ORA-3136) this error appearing in Alert log .
Please explain following:---------------
1.How to overcome this error?
2.Is there any adverse effect in long run?
3.Is it require to SHUTDOWN the DATABASE to solve it.
