INBOUND_CONNECT_TIMEOUT

plz how can i use INBOUND_CONNECT_TIMEOUT and where can i find the file that i shuld write this in .... and what is the suggested value to use ... ?

my case is that i have installed the Developer on a client PC and when trying to connect to the datyabase ( tnsping orcl) i got a ( Time Out 12535 ) error ... and they told me to use the INBOUND_CONNECT_TIMEOUT ... so plz help me ..
