We encountered this error while trying to deploy an Oracle Linux KVM Host. We used Oracle Linux 8.10. We made a bond from 2 LAN interfaces, connected in 2 Cisco switches. After we rebooted the server, the interfaces got up randomly. The ones that were connected in the switches were down, and other 2 interfaces that were not connected anywhere seemed up in the OS.
We tried renaming the interfaces, keeping them as they were, tying them to mac addresses in the config files of the interfaces. After reboot, random interfaces that are not actually connected, appear UP, though they are not.
