In Apex-Unable to get the value for apps.icx_sec.getsessioncookie from instance having sso authentio

we have a 12.1.3 EBS instance , It is SSL Enabled and SSO integrated with OAM.

we integrated the APEX with 12.1.3 EBS

When we click on apex responsibility, it should show apex home page. But we are not getting the home page.

We searched for the reason, we came to know that,

we are unable to get the apps.icx_sec.getsessioncookie value.

Please suggest how get apps.icx_sec.getsessioncookie value through sso authentication(oracle access manager).
