In 10gR2, canNOT access http://localhost:8080

I have a default installation of 10gR2 on WindowsXP. Listener does not have a handle for:
(Presentation=HTTP) on port 8080, nor does it have (Presentation=FTP) on port 2100. As such, I canNOT access http://localhost:8080 same as http://localhost:2100 - not accessible either. Thanks for your help in advance.
