Import expert - MDL / XML files

Can someone indicate the proper way to import expert files so a "Public Expert" is created within OWB? Is the import done within OWB or by using OMBPlus?

I have unzipped the expert *.zip file and now have 2 main files - MDL and XML. I've seen several posts asking why both MDL and XML files are needed but answers are not clear. Would appreciate any comments clarifying this.
