IMP-00019: row rejected due to ORACLE error 2291 !!

i want to transfer one of the schemas from oracle 9i to 10g with import command.
when we apply impotr command we get

IMP-00019: row rejected due to ORACLE error 2291
IMP-00003: ORACLE error 2291 encountered
ORA-02291: integrity constraint (NUFUS.FKEY_FERT_YAPILANIS) violated -
parent key not found

error. this schema had no relation with the new db. what is the reason of this error? and how can we get over it?
