Image scanning in APEX

Hi guys,
There is one tricky thing that I have to do and I am not sure if this is realy possible in APEX.

Our bosses want to create a document archiving and tracking system in APEX. The most important part is to scan paper documents and store inside Oracle.
Any idea how this can be done? I have no clue where to start. What technologies or products could be used?

Before I answer that it is not possible, I'd like to know a bit more about this thing.

I'll appreciate any idea.
