IG not showing options to select master region

Hi All,

 Using APEX 5.1.4 with universal theme.

I have a form page with two regions. first is static region which has all the fields of the order and another region is an IG lists all the order items for that order.

However, I am unable to link the two regions as master detail. In the IG property window, I cannot select the first region as the master region.

Please advise.
