IE does not allow open a jnlp file sometimes

I have a weird error. I have a web started application that I have to integrate with an existant web app.
In most of the computers, it works fine, but in one (Windows Server 2003 SP1, IE 6.0.3790.1830 ) it happens some bizarre:
I can start the app normally sometimes, but others IE tries to download the jnlp instead of execute it through JWS (once I download, and double-click it, it works as usual)

Anyone has an idea about this??
