Idea: IsNumeric() function

As a novice, it seems like there isn't a succinct way to check if a value is a number.

Could an IsNumeric() function be added to Oracle SQL?

Feel free to let me know if there is a better place to submit ideas. I don't have a corporate Oracle account, so I can't submit requests for enhancements that way.
