I want to play a video in new window browser/tab on the click of the video link

Hi I'm new Oracle adf and i'm using this version Oracle IDE 12.2.1.3.42.170820.0914.

I am currently working on an Oracle ADF application. I need to play a video when i click on the video link it should open the new window browser/tab and play the video.

But now when click the video link new window browser is opening but video is not playing the browser. It's loading loading… but not playing.
