I screwed up my tenacy access and now I can't close the account

So I found how to break a tenancy and it was, unfortunately, very easy to do.

I created an Oracle Cloud account and disabled unused services because I didn't want to get charged money.

I was under the impression that Oracle would NOT store my credit card and only use it for initial verification but this was NOT the case.

At the same time since I was unable to change my username I created a new admin user and deleted the original.

This apparently caused me to lose access and I wasn't expecting this either.

So since I am unable to delete the payment method OR delete the tenancy in order to delete the payment method, how can I restore access to be able to delete the tenancy?

I added screenshots below of regarding the situation.

Is there a way to restore access so I can request the tenancy to be deleted?
