I/O error: The network adapter could not establish the connection : oracle database connection

Hi,

i am not able to connect to the database using Oracle SQL developer. It says I/0 error: The network adapter could not establish the connection.

I started the listener,but what i see is ,it's pointing to a different IP instead of the IP address of the host. How to change it the hostname or IP address.

In listener.ora i see it's pointing to the hostname.

Can someone help me troubleshoot this issue ?
