i need simple explanation of the difference between Locally vs. Dictionary

hi all

At first I apologize for my English weakness

I tried to read an explanation about the difference between local management and dictionary management tablespace و But conflicting difference between them .

i need simple and easy explanation , please
example :

CREATE TABLESPACE APPL_DATA
DATAFILE ‘/disk3/oradata/DB01/appl_data01.dbf’ SIZE 100M
EXTENT MANAGEMENT DICTIONARY;

CREATE TABLESPACE hr_index
DATAFILE ‘/u02/oradata/11GR11/hr_index01.dbf’ SIZE 2G
EXTENT MANAGEMENT LOCAL UNIFORM SIZE 10M;
