I keep getting TNS: No listener error when I try to connect to XEPDB1

Hi there I hope someone can assist me. I have recently installed Oracle 18c XE. I have checked everything. The Listener shows in the Windows services that it is running, and it also shows that if I run lsnrctl status. I can connect as sys to the container database, but as soon as I try to connect to the pluggable database XEPDB1, I get the error ORA-12541: TNS:no listener. But if I check the services it still shows as running. I have even uninstalled and reinstalled and I get the same error. I am running Windows 10 64bit Home, I don't think this is the problem as XE 11g worked fine.

Is there something I need to set or configure for this to work? I even went through the installation instructions.
