Oracle Database Express Edition (XE)

Hi,
I have a problem with Oracle Database 11g Express Edition. After installing it and whenever I click the "getting started" icon, I get the following error:
Can't connect to 127.0.0.1:8080

Note that the URL is: http://127.0.0.1:8080/apex/f?p=4950

I have windows 7 Home Premium Service Pack 1
The system type is 64-bit OS
