I have an error when installing ODTwithODAC183. "Please install visual studio before you proceed.."

ODAC install error.jpg I have VS 2017 professional installed. I have tried re-installing VS, with no success on the ODAC install.
I have also tried removing all traces of VS including many registry keys and re-installing, also with no success.
Anyone have any idea what's causing this?
