I can't connect to the database from Docker

I'm using ORDS 23.2.0 and APEX 23.1.0 container.
I use file for connected database

conn_string.txt
CONN_STRING=admin/passwd@example.com:1521/ORCL_A

I get an error when I try to connect from a container

when I just connect to the database everything is ok:
