I am using oracle 18xe and apex 21.1
i Follow the following steps for configuring emailing in our system.

Now when i send the email the email gets stuck in the mail queue.
I am using mailgun as gateway provider and aws cloud as the cloud machine.
Not sure why is our email getting suck .Apex_mail_queue shows the stuck emails.. Can some one guide ..Apex_mail_log donot show any logs...
And this is how the network_acls privileges are ..
L> select host,lower_port,upper_port,acl from dba_network_acls
localhost 25 25 /sys/acls/apex.xml

And this are the current acl privilegs
