I am unable to connect to database with my web browser.

I am getting this error when I try to connect to Database home page.

"Firefox can't establish a connection to the server at 127.0.0.1:8080"

I can however connect to the database using "sqlplus" I am able to login as "SYSTEM"

I am running Fedora 7 with Oracle 10g XE

I did some Google searches and some Oracle Forum searches however I'm not having any luck.

from what I gather It would appear my "listener" is not running I have used nmap to check my open ports and I did not see 8080 or 1521 the default ports listed as open.
I also used a command at the sqlplus prompt that showed me the database was listening on port 8080. I can't remember the exact command right now.

a few other things that might help.

I am not using a fire wall and selinux is diaabled.
I verified my /etc/host file is correct
I installed privoxy after Oracle however I have stopped this service and still get the same thing
