I am receiving ORA-00001: unique constraint (SYS.I_OBJ1) violated error

I am receiving ORA-00001: unique constraint (SYS.I_OBJ1) violated error, when creating or compiling any objects on my 11g standard edition database. I was able to create database links last evening and a few minutes after that this error started coming up
