I am getting ORA-39002: invalid operation when importing from Oracle 19c to Oracle 18c

I am getting ORA-39002: invalid operation when importing from Oracle 19c to Oracle 18c Version 18.3.0.0.0. The Target DB already has latest Timezone as shown
SQL> SELECT DBMS_DST.get_latest_timezone_version FROM dual;
GET_LATEST_TIMEZONE_VERSION
---------------------------
31
And the export from 19c was done specifying version=18.0
What is the cause of this error? Can we change the Version to 32 as in 19c?
