HTTP Status 404 – Not Found

database : OracleXE 18C

apex: 18.2

ords: ords-18.4.0.354.1002

tomcat：tomcat8

problem description：

tomcat URL can normal access

http://192.168.209.128:8888/

ords URL can normal access too

http://192.168.209.128:8888/ords/

but，apex URL can not access

http://192.168.209.128:8888/apex/apex_admin/
