HTTP Header Size Limit Apache Oracle 8i

At work, we have a system that uses Oracle 8i (I believe) and also an Apache server. I have encountered an issue in which Web Server errors are occurring because the HTTP header size limit has been exceeded. This is largely due to a large number of cookies in the request, some of which are quite large. The character limit is apparently 4000 characters.

Does anyone know if this is an Oracle limitation, an Apache issue? Can it be remedied by a simple configuration setting, or is it an inherent limitation of Oracle 8i, a module, etc. Would upgrading to 9 or greater remove the limitation?
